No he is not. Time does not announce Person of the Year until December 6th. Trump tweeted some Baloney about being chosen, but I will lay odds he is not the one.

@JolietJake Oh, ok. I was just reading that he tweeted that he turned the offer to be person of the year down, when in fact it was only said that he would "probably" get it.

Hitler (1938), Stalin (1939 + 1942), Khrushchev (1957), and Khomeini (1979): these were all person of the year too. I'm not sure I'd like to add my name to the list.

Notice that person (not man, but person) of the year is not a kind of recognition for his work. It's just the realization that he's central for the event of the year.
In this sense, I agree that Trump is person of the year.
