Fraud through a matrimonial site

One of my friend registered herself to a matrimonial site as her family is looking for a suitable groom.
She met a guy living in New Jersey who she started liking and in a months time they decided to get married.
The guy informed my friend that he is sending some gifts and jewellery to her through courier & after some days he will also land India for wedding preparations.
After few days my friend got a call from a courier company that her parcel is received in India but stuck in customs and a duty is to be paid on it to release it. It was a "topay" parcel for which my friend paid $755 as freight and $1600 customs. They charged her a penatly of $3800 as the authorities found out that the parcel contains $15000 cash as well which isnt legal to send (courier company conveyed her the same)
She paid the penatly as well hoping to get a parcel but when she told us the entire story I thought it is a big fraud.
She doesnt even know the guy well, where he lives in NJ, he didnt even paid for parcel, courier company might be fake as customs is not directly informing her anything however courier company is sending her customs receipts
I think the guy is a cheat...what do you'll think? Have you ever heard of such a scam?

I fail to understand that before paying roughly $6155 why did not she check from the guy? She should have asked him about the payment she was asked to pay by the customs.
You have not mentioned could she get the parcel and if she could, what she found in the parcel?
You are right that it seems a case of cheating and your friend was duped.

She informed the guy but then he convinced her to clear the customs and he will pay back once he is in india. She has not yet received any parcel. We doubt there was any parcel as customs did not directly interacted with her. It was a courier company who was the mediator.
She has now filed an FIR against the guy

@anushreem Even if she checked with the guy, a doubt would have arisen in her mind about paying such a large amount. When the guy told him that he would send some gifts/jewellery for her, he should have paid the entire amount beforehand.
I doubt if she would ever receive the parcel.
It is saner on her part to file an FIR in this case against the guy but as the guy does not live in India, I am not sure, how FIR will help her recover her money.

I dont think so as we are not sure whether that money has gone to customs or to that fraud
