There are rules on the proper etiquette when interacting with other members. bottom line is not to be rude or offensive in your comments. Being also respectful of the opinions of others even if you don't agree or have opposing beliefs and views.
Admin has the final say.

When you report a violation of the Guidelines, Admin will see that it has been reported and will decide what needs to be done about it. It depends entirely on the nature of the violation whether the discussion/response/comment is deleted or whether the person's account is banned. There is NO 'automatic' action - everything depends on Admin's decision.
Since Admin cannot be expected to be online all the time, it may sometimes take a little while before action is taken.

No, the admins have to look into it and see if they did infact violate any rules.

Just because someone reports , it does not mean that a members account gets deactivated because the admin would check and see if it was actually a rude comment or a well meant comment that was misunderstood. .. because I have seen many such cases where a new member misunderstand s the intention behind certain comments made by older members

I guess they will still have to take some time to review the post / discussion if it is worth to be removed or if the user deserves to be banned.
