Am from india i dont have paypal account

How can i get the money from my lot, couple of days back i got a mail from mylot subjecting to give the paypal mail id, but how can i give that...am in frustration, any one can please tell me the solution.

1. Open the site www.paypal.com
2. After completing all the formalities (I mean filling all the blanks properly) except for your credit card no., your account is opened and do not forget to opt for premier account.
3. In the mean time you apply for your credit cared/debit card if you do not have one. You will get it in 15 days.
4. If you have credit card/debit card, please give the number to paypal through web (not through e-mail). They will collect Rs.100/- approximately (1.95$). Once you make any transaction through Paypal, this amount is credited to your account. In otherwords, you have actually not paying anything to paypal for opening an account.
5. When you get credit card statement, you get some numbers marked towards debit paypal $1.95. These numbers you should inform paypal to regularise your account.
Until all these things are done, your account is not operative.
