Years ago I saw something similar when I was traveling back home from Albuquerque. I was following a friend (we'd gone in separate cars) and stopped at a nature preserve some 50 or so miles south of Albuquerque and saw a lot of turtles doing pretty much what those turtles are doing, sunning themselves on floating wood or what not, I remember trying to get photos of them but when they saw me they ran, literally. Turtles aren't that slow when they're frightened.

When I was at Summer Camp in Michigan, we'd "sneak up" on sunning turtles in our canoes. The person in the stern had to know how to "aim" the canoe, and then stop paddling (let us drift) as we approached them. The person in the bow had to have good hands to catch them as they slid from lily pads into the water.

Those look like baby turtles, on top of a piece of wood, that fell in the water.
