Yes, I think we can!
My view is that it does depend on what the belief is. If it is about whether or not they should put real jam or artificial jam in jelly donuts then that is not the same as a stronger topic like for example a belief in God.
Someone can write that they have atheist views about God but then deciding it should be a rule that other members are not to mention God is not at all reasonable. As long as a discussion lasts it is fine to discuss belief and to persist holding on to ones own view.

I'm in agreement with the quote. It is however leaning towards science and perhaps that is what Daniel Moynihan had in mind, I don't know.
Not all topics fall under that classification. Not all topics must be proven using the scientific method. I think a discussion can be healthy if both parties understand the topic clearly and how a belief is being defined.
