This isn't normally a sarcastic comment though it's very often said when what people actually mean is "In my [actually rather important] opinion ..."! Of course, it can be used sarcastically but that depends on the person saying it and how it's said. There are enough people in this world who are keen to believe that others are being sarcastic (or intentionally hurtful) towards them when they absolutely are not!

you have a point but i think now that i think of it, it depends on the context and the tone used... for one to say it sounded sarcastic.. what do you think?

It is something that is in Asian culture especially in China.
For an example, if someone said that you are pretty
A chinese girl will say thanks but i am not
Others may said that thank you so much for the complement.
Something along that context.

No, It's not an expression of sarcasm. It's an expression of humility. When a person or rather when I say it, It's because I feel strongly about something … I have an opinion! It's my opinion. It's an opinion coming from a humble nobody, a person you don't have to listen to. I do hope I can persuade you. But I'm not going to push it down your throat. I offer it humbly and I hope you accept it or at least understand me.

I would rather like to use In My Honest Opinion lol. Accepting different views is the same as accepting different opinions. Problem is we can interpret those in different ways. So i still believe that respect should be always present. But honestly there are really those who even choosing polite words can still be sarcastic to others and vice versa and sad thing is when they don't really mean it that way. So let's not be paranoid... that is just "in my honest opinion".
