Dholey Friend has shared every thing so i don't have more words to say related to these software packages, i like to say simple oracla is a best database for developers and java is very best programming for developer it can be run on every plateform like windows and linux, Vb means visual basic vb is also a programming language it can run on only windows...

Oracle Application Express is a hosted declarative development environment for developing and deploying database-centric Web applications. Thanks to built-in features such as user interface themes, navigational controls, form handlers, and flexible reports, Oracle Application Express accelerates the application development process.
The Application Express engine renders applications in real time from data stored in database tables. When you create or extend an application, Oracle Application Express creates or modifies metadata stored in database tables. When the application is run, the Application Express engine then reads the metadata and displays the application.
To provide stateful behavior within an application, Oracle Application Express transparently manages session state in the database. Application developers can get and set session state using simple substitutions as well as standard SQL bind variable syntax.
"Java" generally refers to a combination of three things: the Java programming language (a high-level, object-oriented programming language); the Java Virtual Machine (a high-performance virtual machine that executes bytecodes on a specific computing platform, typically abbreviated JVM); and the Java platform, a JVM running compiled Java bytecodes, usually calling on a set of standard libraries such as those provided by Java Standard Edition (SE) or Enterprise Edition (EE). Though coupled by design, the language does not imply the JVM, and vice versa.
VB stands for Visual Basic, and is a High-Level Programming Language. A programming language basically allows you to create programs or applications, such as Microsoft Word. These can then be run on a number of operating systems, depending on which language you choose. Visual Basic is specifically for Windows 95 or above.
A High-Level programming language essentially means a language that is (relatively) easy to learn, and the code you write is similar to English words. In comparison, a Low-level language would mainly involves working with assembly language (ie what the PC's own language). It would involve far more work creating a program using a Low Level language, so nearly everyone uses High Level programming languages now. Visual Basic, Java, C++, Pascal, and nearly every other language are now high level languages.
Visual Basic has its roots in a language called BASIC, back in the days of Amstrads, and when Bill Gates was running Microsoft from his garage. (BASIC actually stands for Beginners All-Purpose Symbolic Instruction Code if you really want to know!). Since then, Visual Basic has rapidly evolved, and today, Visual Basic one of the most popular programming languages around. Fortunately for you, it is also one of the easiest, and is ideal for beginners.

oracle :- is the best RDBMS available, it supports SQL, oracle is the only package which supports maximum numbers of rules of sql (called CODD'S RULES) , MOSTLY ORACLE IS TREATED AS back end tool, it is secured and very powerful database management system, now oracle is used o net too...
vb :- stands for visual basic , one of the most popular language created by microsoft, it supports GUI based object oriented programming sysytem, the best thing of vb is .. is it very simple to learn, it can be one of the best FRONT END tool, VB IS NORMALlY USED IN APPLICATION PROGRAMMING, or windows programming ,
java :- is pure object oriented language, it is the most popular language for net , it is platform indipendent and it has a unique feature cALLED "look and feel", the java based programs can be executed on any platform i.e one programe created on windows os can be executed without making any changes in LINUX/UNIX all other platforms too, java is an offshoot of c/c++...
