Earning Through YouTube Channels

I've seen countless of times that people earn from their YouTube accounts. However, nowadays they say that they're not gonna get paid anymore because of the new policies and other stuff? Why is that so?

Youtube is coming out with a much stricter policy. It turn others into other sources such as twitch than youtube.
