Whom or when.Who do we blame?

When do we use "whom is to blame" and when do we use "whom we should blame," This is an interesting one.How do you handle this. Have a good afternoon

As in if there are any incidents that occurs and they want to blame me, I am fine with it. Not going to argue with them or anything lol. Cos it would be a waste of time and effort to rectify any fault blaming when those who want to blame can’t even listen in.

That one can be confusing. I don't know all the grammatical reasons for why it's one way and not another, but when I read a sentence or try to write one with that word, if it doesn't sound right, then it isn't. Then there's the little red or blue line in the Word program that let's me know I could have it wrong. That line isn't always right, but it is for words like whom.

Hi Alfredo. That got me thinking too. Whom is to blame refers to who is to be blamed, while the other one means who is supposed to be blamed. Actually, I am confused.
