YES but unverified PayPal account in the Philippines can only send/receive payment ONCE A MONTH. I linked PayMaya and Unionbank EON selfie-banking because the card can be ordered online. GCash is ok but card is not available online yet so I am not using it. EON Starter Kit is available from Lazada, 7-11 and mini stop stores but you need a secure wifi connection and good phone camera to activate/use it. If there is a Unionbank branch near you, just get the EON card from there, the EON selfie-banking is different but both are ok for PayPal.
