The death rule at hospital, do you know about it?

If you are in India, and unfortunately you met an accident or met a person who is injured at road due to the accident and hanging at the line of death and life then there come some rules made by the government to kill you instead of saving you.
If you are injured and some people took you hospital then the hospital authority will say call the cops first then they will allow(why the hell they need cops before treatment, and if they need then each hospital must have a police station inside it)
if you met someone who is injured and need help, you will find a lot of people taking selfies with the people instead of helping, (slap them and break their phone first). If you are showing the kindness and taking him hospital then you are not considered as a good person and can go home happily, instead of you have to stand there until the person gets well and you have to tell everything to police which is gonna take all your valuable time. its really confusing should you be one in the crowd take selfies and go home happy or be the true hero and sit there wasting your time to your family?
I recently met such case where the authorities did not do treatment and police also didn't come on time so our friend died, he could be saved as he was at the hospital on time and was fought with life for more than half an hour.
Cant government change this thumb rule and save a lot of people who die in a road accident?

This is really unbeliavable. From people taking selfies with people in life danger to goverment who dont allow help? Whats happening to this world. But I dont understand , if car hits me on the road, why i cant get help there? Or I didnt understand you well?

The people have to be awared.. The government would make laws but people have to follow it..
