Sometimes we cannot understand the world of politics. I think that there are two main reasons for this ambiguity: bargains that are not announced and long term plans. In the case of a long term plan, the first steps are ambiguous. It is similar to a chess game between two international champions. The audience may not understand the first steps but they are parts of a long term plan.
