Okay, this is the first time I will rant. For a brief, my Father passed away last year while my Brother went with him this March at the age of 28. My Mother, because of depression had neglected her health and was diagnosed with stroke 2 months ago. She is now undergoing therapy. Now, I'm processing my Brother's Death Claim benefits from SSS. Since Mom is currently bedridden, I would stand as her guardian instead and it needs a lot of paperwork to be notarized (everything’s good already). By the way, my parents separated when we were young so she carries the Surname of her new husband. We had processed my Brother's Funeral Claim about 2 months ago, I as my Mom’s Guardian and didn't encounter any problem. So now that my mom is undergoing therapy, we were forwarded by SSS to their other branch near where she’s having treatment because Doctor’s home visitation is part of the process, (for the Funeral Claim, they did it while my Mom is still in the hospital). Next procedure is for Death Claim, we had processed all the files and have been approved; the only thing left is the Medical Abstract verification from SSS' Med Dept. We went to the office around 4am because people start forming a line by that time even though it will be open by 8am - early birds catches the worms, they said. Fast forward, after the flag ceremony, we now have our transaction numbers & designated counters for our transactions, everything went smoothly, I just missed some documents where my mom needed to have her thumbmark (because she can no longer sign) and each needs 2 witnesses' signatures and valid IDs, no problem with that because I've prepared my in-laws Identification cards already. So yes, now the only thing left is the verification of the Medical Abstract to confirm that she's no longer capable to file the beneficiary process because of her condition and as her immediate child, I would represent for her guardianship instead, suddenly the staff on the Med Dept. started ranting why my Mom has a different Surname, so I explained and pointed out that they have the same Middle Name anyway. She insists that we could no longer claim the Death Benefit. I was trying to keep my calm and told her that it's my Brother's contribution when he was still alive and able to work, how come he won’t be fit for the claim just because my Mom has a different Surname? She started saying non-sense, I'm already on my wit's end, and the conversation goes like this: (non-verbatim) Med Staff: You don't understand, your Brother won’t have his Death Claim because it will appear on the documents that your Mother doesn't have the same Surname. Me: Okay Ma'am, look, all our documents were already approved. I'm just here so you could verify that I have my Mom’s legit Medical Abstract. This is a proof that she’s already bedridden so you could have your Doctor process the home visitation. There's no need for you to check our other documents because it had passed the first process, just please confirm that the Medical Abstract I have here is original from the hospital and signed by a legal/registered Physician. Med Staff: *started ranting, acting like I'm the dumb one* Go back to the first counter who approved this and tell her that your Brother and Mother have different surname. Me: Okay Ma'am *goes back to the other counter, went again between the crowd falling in line while saying excuses to the senior citizens who I would pass for a few minutes as I talk to the staff on the counter* I explained what happened to the counter staff* Counter Staff: Oh, just show your Mom’s New Marriage Contract. It will verify that your Mother & Brother have the same Middle Name. Me: That will be okay, right? Thank you so much again! *went back to the Med Dept.* -- Me: *skipped the person currently in-line just so I could talk to the Med Staff again* Ma'am, the Counter Staff said I just need to bring my Mom's new Marriage Contract. Med Staff: Hmm... Okay okay, bring it, let's try. Me: Try? Ma'am I live in a town 3 hours away from here, we started falling in line at 4am and you will just say, okay let's try? Med Staff: You don't understand blah blah... get's a paper, drew a family tree (wth?) then asks, ok, who receives your Father's benefits? Me: My Father doesn't have benefits from your office because he's a politician and claims from a different office. Plus, he passed away before my brother. Med Staff: *drew another chart* Okay, who claims your brother's pension? Me: My Bro doesn't have a pension, he passed away this March at the age of 28, and we just claimed his Funeral Claim so now we're processing his Death Claim. Med Staff: He's not eligible because He and your Mom have different Surname. Me: Ma’am, let’s try a different situation, shall we? What if my Mom wasn't diagnosed with stroke and can still process the Death Claim by herself? We won’t need your Medical Abstract verification by then right? Because all our documents are already approved. Med Staff: So, what are you saying? Me: If that’s the case, then, my Brother would still be eligible for Death Claim. Med Staff: You had received your Brother’s benefit from Funeral Claim, that’s the only benefit. Me: So Death Claim is no longer part of the benefits? Med Staff: *started laughing* It’s also a benefit but he’s not eligible. Me: Because my Mom is sick, but if she’s not, all our documents have been approved by then already. Med Staff: *smiling and murmuring* Me: So after all these, from visiting City Municipal Halls to file the Death Certificates, ask Certificates from the Funeral Parlors and another one from the Cemetery, requesting affidavits from Attorneys, Notarizing lots of documents, requesting and paying for Medical Abstracts not to mention being physically, emotionally, mentally (and even spiritually) exhausted, grieving but still managed to process all these, you’ll say we cannot Claim his Death Benefits? Med Staff: *got a bit struck* Please come back with the Marriage Contract. Let’s see. Me: *ugh f** dis* walks away. WHAT A DAY! HAHAHA OH MY GOD PLEASE! We really need the claim for my Mom’s continuously growing medical and therapy expenses. Her milk goes through the Nasogastric Tube inserted to her nose costs $17 and is good for just 3 days. T_T

That shows how difficult for us to claim benefits from them. You need to spend a lot of resources and most of all patients. They're only fast on collecting payments and imposing penalties. Not just that, despite the difficulty of transacting there because of the number of clients, they do not have enough staff to cater you. More disgusting when offline because the more it is to delay your transaction.

Yes, this is really the sad reality. I was actually thinking that the staff might just be having a bad day during that time but at least being nice and understanding the situation wont hurt at least :( And you are right, they're really quick in setting the deadlines for payments and penalties. Hays..

I'm so sorry you had to go through that. Our gov't is a pain when it comes to processing papers.
