How can I submit blog? Is it mecessary to have own website?

You can create your own blog site through blogger.com or other sites, or you can write entries on sites that host people's writing, such as Xomba.com

Yes, you'll be given a website. I'd recomend blogger.com og wordpress.com. Both are good, and free. For some aditional tips you could have a look at: http://emoney101.blogspot.com/

I'd suggest to go to www.blogger.com you will know it yourself !!!
