I strongly believe that English is just a language, and should not be used as a measure of one's intelligence. We ought not to look down upon people who are not proficient in English. I mean, a person doesn't necessarily have to speak fluent English for them to be considered intelligent. We have millions of people who speak fluent English but are "foolish". We also have a lot of people who are fluent in other minority languages, but not fluent in English, who are very wise and/or intelligent. I know of a large number of people who only speak their native language, but are very intelligent and can offer quality counsel.

I completely agree English is definitely not a test of intelligence. I find on plenty of occasion when somebody is being judged for their poor English they are speaking a second language and the person judging only speaks one.

yes that's true, don't underestimate people who don't speak English, but even though English does have to be learned a little bit

oh yeah I think so too, that's why it is advisable for our beauty pageant contestant to have an interpreter since we are non-English speaker country.

Absolutely correct! I met a lot of smart people who were nt good in english.
