Human vs animal who is guilty?

Yesterday a bus fell from a bridge at odisha after having accident with a bull, the bull died and along with 14 more people died in that accident, whose fault is this? Human : as he must drive slow and carefully. But what the bull was doing on the bridge? They must be tied up somewhere or must be far from the city. The question is for you. Who is guilty?

Was the driver guiltynof negligence? Possibly. But I don't know enough about the circumstances. Was the owner of the bull guilty of negligence? Absolutely. If the bull had been properly restrained/contained the accident would never have happened.

I find it's usually a combination of factors that causes accidents like this. Defensive driving and anticipation are very much needed on Indian roads, but most drivers just want to get to their destination. Wildlife and domestic animals suddenly entering the road are a world wide phenomenon. Can't blame the wild animals for this, bit for domestic animals the owner has to try to keep them under control.

I wouldn't say it was a question of guilt, necessarily, but just a horrible accident.
