Execution: Executive order vs. Bill

In a democracy, things gets done through law or executive order. the latter is quite faster coz a cabinet would just formulate something, check the legality, then the President sign it into EO.
But for a bill to become a law, takes a lot of minions to do the stuff. with lots of troubles.
What do you prefer? faster or turtle phase execution?

I do not like one man making all the decisions. I would rather the minions do the deciding and come up with a show of hands, yey or ney.
