Should Bond be egilible for Prisoners?

I recently discovered an Article talking about Capital Murderers /Murderers who go to Jail or Prison should be prohibited from Bail. I think that Felonies are serious crimes and people should be held accountable, especially Serial Killers and Rapists. I think that is unjust and a sector that should have more discipline. Do you think Homicides or Murderers should be able to retrieve Bail for an earlier Sentence ???
