Puppy brought by my neighbor / myLot

Disgusting ! My neighbor brought a puppy and he keeps It all day tied with a chain, which I can't tolerate an innocent puppy is tied all day long uselessly .As he is owner of the puppy,it will not be right to say anything .What I do I can't even see to happen this.

Here we would have called an organization called Animal Protection, and the puppy would probably be removed from the owner, but I don't know which options you have in your country.

Aren't there laws in your country concerning the treatment of animals? In Germany one can inform the police if one notices that an animal is mistreated.
