Permafrost melting - Releasing Methane - One possible solution

We make tons of plastic so if we wanted to keep that methane from coming up from the soil of areas thawing out due to climate change thus melting all the permafrost, millions of years old, we might want to consider covering large areas with plastic ground cover or even concrete. Then it would be necessary to coat that ground cover with highly reflective white paint that withstands the weather and can reflect sunlight in the exact same way the snow would otherwise be doing if it had not all melted away from the surfaces of permafrost in the arctic, that are over 10,000 years old and now are melting enough to release over double the amount of CO2 and methane bursts that would heat up the planet excessively. How about putting out millions of solar reflective panels that not only will reflect sunlight back into space and slow the global warming and also provide much needed electrical power resources for everyone? Do you think these ideas have any real merit? I doubt it, but I will Google search this topic. Yes, I do believe we do have a chance if only people pay attention to the immediate problem and not turn a blind eye to it.
