Strange places to put graffiti

I guess some people have a lot of time on their hands.How else would you explain the weird places they come up with to spray paint graffiti?This is a vehicle that has an electronic sign for traffic going by.Did someone want their tag or message to be "in lights"?????I have seen graffiti on trees,sidewalk,roofs--you name it.This just seems weird.And why does someone want to be known as HIV or zika?Or is that an insult?Anyway,this is a few years ago on Branham Expressway near Pearl Avenue in San Jose,when some road work was being done.

Maybe some people do not realize what they are doing by writing graffiti on a roadway sign is a crime like vandalism.

It's pure nonsense and bad behavior,for which I blame primarily parents,than rest,friends etc.

@Aquitaine24 That's not the point,even and that it is readily written,this is a vehicle that has an electronic sign for traffic,that mean this vehicle WARNS drivers on some 'trouble' on road...it can not be covered with some...better not to say with what.
