It depends on the kind of stare, he must be amused of you, he could be smitten by you. If you think it rude,maybe you can ask him if there's anything he want to ask.

If someone were staring at me and that was unpleasant to me, I would not have smiled.
Because that smile gives him a 'green light' ...so it was in my time

@LowRiderX I am 41.I would asked him in different circumstances,but not in the presence of other colleagues.Asking him what was the matter in my opinion would be worse than just smiling.I am very careful how I communicate with my managers(he was onre of my managers)and supervisors.
By the way I noticed you are Serbian,I am from Bulgaria.
