Contraception for underage girls - good thing to bad?

Doctors, nurses and family planning clinics frequently provide contraception for underage girls (and boys). Is this a good thing or does it encourage them to engage in these activities?
If it was your child - would you want her to have access to contraception ?

If they are gonna do it then...they are gonna do it, so lets at least try to make sure that they are safe and well educated in how to prevent pregnancy and sexually transmitted disease.

I agree completely - it's much better to know that they are at least prepared for what might happen. It's an interesting dilema though - does giving them contraception give the idea that's it's ok to be sexually active?
Thanks for your response :)
