Would You Shake Hand To a Stranger if Ones Offer?

Yesterday while at the grocery store paying counter lane, a man before me offered for a handshake but I rejected the gesture because I did not know the person. I wore a mask because my nose is still very sensitive to odor and dust but my face is still recognizable especially to those people who knew me.
He might be wondering why I did not grasp his hand so I talked to him. He then apologized because he thought that I am someone of his acquaintances.
This is not the first time that I was mistaken by a stranger to be a person they know. Some call me by a name. There was even this instances that a person pat me behind my shoulder.
Would you shake hand to the person if this happen to you?

not in a grocery store, but at church we used to shake hands with each other.

I think I would! I'm a very friendly person but also a bit of a clean freak! but I always carry some antibacterial spray in my bag! :)
