I think you need to say "No" to her very loud and serious no so she knows you arent mucking around, I dont reccomdend you hit her back because the encourage's the bad behaviour if she thinks its ok for you to do it she will think that it is ok for her to do it!
Its a tough age because they are to young to really understand right from wrong!

I have three children. My youngest, who is 21 months old, has just recently started hitting and biting when he doesn't get his way. I grab his hands before he gets the chance most of the time and tell him sternly, "NO". Sometimes it helps, sometimes not. 19 months is too young to "punish". They won't understand just yet. All you can do is keep repeating "no" and wait it out. I do spank butts once in awhile but that's a "last straw" type deal.

I thinkt hat you need to give her a very firm "no" and say "we don't hit". I think that it is important to not smack hands or anything like that when telling her because you are sending the message that hitting is okay if you punish her physically. Good Luck!
