Perhaps its left over from the days when we used to be cavemen! I believe they were quite hairy and obviously wore no clothing to start of with.

According to Arkady Leokum:
An infant at birth is covered with a fine down. When a child is in the process of becaming an adult, this hair coat is transformed into an adult hair coat. And the development of this adult hair coat is regulated by certain glands containing special hormones.
In male, these hormones cause hair to grow on the body and face, and hold back the growth of hair on the head. In the female, the hormones act in just the opposite way. There is less hair on the body and face, more hair growing on the head.

So we don't look funny. Hairless individuals would look horrible.

Like all other mammals, human beings have hair on their bodies. The chief job of this hair is to retain the body's heat, so that we do not die of cold. A man grows hair on his face and not so much on the top of his head, while a woman has more hair on her head and far less on her face. Men also grow hair on their chests, which women do not, and the hair on a man's arms and legs is much thicker than a woman's. Humans also have fine hair in their ears and noses, and your eyebrows and lashes are, of course, body hair. It is believed that these hairs protect the delicate organs against dust and insects, which could otherwise damage them.

Interesting question. Best I have seen all day. I would say that its most likely that it would be because we are tropical creatures. The human race originated out of Africa and spread out. Genetics (evolution/devolution, your call on that one) takes a little longer to catch up.
