Why Do politicians only focus on Poor people

Why do always politicians says that they want development, where as that development never getting fulfilled and in next term again they are promising the same thing to get vote. And people are getting fooled again and again. Why?

@sonusd Because poor people are in majority and they easily believe in promises made by politicians and cast votes in their favour.
