Plan for new website

Lately I have been working on my programming skills and finally I decided to create my own website. I had in mind for it a place where people can sign up then they can upload articles, music, softwares or games. I have a problem yet I don't know what features can attract people to the site, I do not know how people who sign up get to benefit from my site. I need help in determining what I can do to make this website work.
