The cat is always purring

I live with a cat and a bird here in this apartment. The parrot is almost 20 years old. The cat is about 12 years old.
He is a hot mess. He has chronic sinus/head issues what make him wheeze and sound snotty all the time. He lost a bottom canine years ago when it was rotted so his tongue sticks out most of the time. He also runs away from all people except myself and my husband (who comes around once or twice a week).
Every time this cat gets near me he is purring. I can't tell if he is happy about his life or if he is in pain. He is acting normally so I assume he is just a happy cat now that there are no other ones to bother him.
Sometimes when cats are at the end of their lives or in extreme pain they purr. That isn't the case here but just wanted to put that out there. Purring isn't always a sign of happiness.

when i flew back to rhode island,i brought my arizona cat with me-he immedietly developed allergies,being exposed to new pollens he wasn't used to.
my vet gave him chlortrimeton-basically the same as for humans tho a lesser dose.
he was fine after that..once i got the pill actually IN him,that is.

I like cats but my wife doesn't, so I never have cats living with me.
