Silence is better or speech?

It is said that silence is the best language or to be silence is is seven languages.
I think silence is not a good thing everywhere.we must protest against the tyranny.If we are always silent the cruel people will tease you and will not let you live with ease.We must raise our voice against the crimes otherwise one day we will also become the victim.
Too much of everything is bad.William Hazlitt writes-
The silence of a friend commonly amounts to treachery.
Michel De Montaigne says-
There is no reply so sharp as silent contempt.
W.Shakespeare says-
The silence often of pure persuades when speaking fails.

Silence can be best , but that will depend upon the citcumtances where we can use it! For sensible group of people we can express a lot with a simple silence.
But for the people who don't understand the silence we need to use our vocal chords to a maximum volume to make them understand our feelings.
But in general I too feel that we should speak and express instead keeping quite as we are blessed with the capability of talking and expressing ourselves!
There is a saying in our mother tongue that mother also never feeds the baby milk unless the baby cries for it!
So keeping quite won't solve tye purpose of life for that we need to be vocal!

Sometimes silence is better than speech and sometimes speech is better than silence.
