Why do people drive recklessly?

Nowadays, rash driving has increased manifold. The traffic police does not really do its job properly. I feel that hefty fines should be charged always to deter rash driving.

I know this all too well . .. I see it every time on the road - all day, everyday. Drivers get away with whatever they think they can get away with by pushing the limits - and there doesn't seem to be enough cops around here to stop them .
