can banned mylotters return to the site by creating another account?

im curious since we know we have banned members here. so the question is what if that member creates a new account, can he still access mylot? does mylot ban the account or the IP address of the user?

It may depend on the reason for the original ban but, usually, once banned, they stay banned unless they can convince me otherwise.

As long as they are permitted to come back by Mylot owner, no reason to hate their return my friend. We are just humans subject to commit mistakes, but if those been doing the same mistakes, that is already insanity and no reason to return here in Mylot.
