Why does Donald Duck wear a towel when he comes out of the shower, when he doesn't usually wear any pants?

The sailor suit normally doesn't cover his lower half.

most other cartoon characters do the same thing. Probably because it's like a natural thing to cover up.

Natural for some cartoonists, you mean. They think it's what the audience expects.

I had never thought of this one. Good question now, and I might have to pay more attention next time I see him in Cartoons.
