wallet without identity

Hi all..
I haven't been here in days.
because I just returned from the village,
because I spent my weekend in the village.
I want a little story to all my friends here.
when I returned from the village,
I found a wallet on the side of the road.
I took it and tried to find out who the owner of this wallet is.
but I did not find any identity in this wallet.
there is only money and and a health card, but there is no identity.
so I'm confused who to return it to.
my friend said.
if you don't find any identity in the wallet, then the wallet is yours,
i said ,, no i will not take that which is not mine.
I will wait for someone who might be looking for this wallet.
and my friend says you are stupid why don't you just take that money and use it ..
I still say no ...
What do you think,
Is my action wrong?

I would take it to the police here but there they may do what you're friends advises and I think your are closer to the answer.
Is there a local paper there that might have a list and found feature? If you tell anyone your found this has have them share the looks of the wallet and the amount of money or other contents. Don't tell them that otherwise it will be harder to know whether they are the owner or not.

@leny34 you could say wallet found in road. Explain what it looks like. Have them write you or maybe the paper will forward mail or keep it till you pick it up so people don't call you a lot or visit you in person.
Here we can get a PO box temporary for such things.

I don't think your action is wrong. On the other way your friend is also right. You can take it and distribute amongst the needy ones.

You are right. Here we can turn them in to the police and if no one claims then it becomes legally yours after some time.
