Another Misleading Headline

A mainstream online news media posted this on their site.
If you read at the headline, you will think that President Duterte orders to shoot every violators to the quarantine protocol. What do you think would be the reaction of the readers especially Filipinos?
The content however, includes the transcript of the whole statement which says:
'
"I will not hesitate. My orders are sa pulis pati military, pati mga barangay na pagka ginulo at nagkaroon ng okasyon na lumaban at ang buhay ninyo ay nalagay sa alanganin, shoot them dead," he said.
"Naintindihan ninyo? Patay. Eh kaysa mag-gulo kayo diyan, eh 'di ilibing ko na kayo," he added.
(I will not hesitate. My orders are to the police and military, also the barangay, that if there is trouble or the situation arises that people fight and your lives are on the line, shoot them dead. Do you understand? Dead. Instead of causing trouble, I'll send you to the grave.)'
Why would a mainstream news media write the title that way?
What can you say about that statement of the president?
What are they trying to say the readers?
This is not the first time they did it. That's why I stopped reading that news site because of their misleading titles.

@erictsuma Some people here are so hard-headed or simply idiotic that they don't know how life-threatening the virus is and they choose to ignore the quarantine protocols.

But what I fear it might start another misinterpretation and blame the killings again to the president because of this...

True, but during this time of crisis, is it necessary to do it? For what purpose? Did they ever think how the people would react? Or they are leading the readers to react the way they want to?
