WHO mandate on covid-19 pandemic

I learned that the World Health Organisation (WHO) is responsible to inform governments and provide prevention guidelines about emerging public health threads. The question was whether there will be possible steps that would be taken for whoever caused covid-19. WHO has no mandate to call anybody to task. I am shocked that there are such gaps and bottlenecks! Shouldn't we have a monitoring mechanism for public health threads? Shouldn't there be accountability for this kind of human suffering?
