Some my neighbours simple don't understand rules of living in building. You can't be loud after 23:00h. I send them cops in January and they were calm some times until, sometimes little louder but not to much. Then in March they make party again and I send them in mail box notice about rules. They were calm again but mostly since we were all in quarantine. Now they made party again, it is 23:00h. I will wait some more time but looks I will have to send them cops again. No notice in mail box anymore.

If under quarantine, why is there a party? Perhaps the cops can clear matters.

I have same problem here 
In addition to the noise they make, they also have a dog, which they leave on the terrace to bark

@LowRiderX In most buildings current is divide per apartment but water is not or reserve.

@mrki444 Because they are idiots, they try to be 'modern'..'fancy' 
They don't pay for electricity on time and often come to turn them off, but heeeey, they have a dog, they are sooo fancy

That is actually a later quiet time than most places here. I would lose my patience and yes, send the police.

So sorry they are being inconsiderate. Maybe in the morning when they're sleeping and hung over you could play your music loud to get revenge LOL. I did that and it worked.

I'm sorry this happens with you. My neighbors who live upstairs are some kind like your neighbors. But they don't make noise because they are having party, but they like to invite their friends and they talk loudly till midnight.
