Meatball or Dumplings?

This is "bakso" or ball shaped beef dumplings, I choose this name because I'm not quite sure about it, It obviously not a meatball since the meat isn't visible.
Bakso is accompanied with light broth and choice of shumai or fried tofu/fritters called "gorengan", common food in Indonesia.
As a foreigner, what do you think it is, a meatball or dumplings?

You can feel the meat composition inside, if the "bakso" is easier to munch and not too chewy it means it has the proper ratio of meat and flour.
But if the "bakso" is too chewy and harder to eat it means the flour is way more than the meat itself.
I personally have been tasted "bakso" with various meats and that's what I came up with

Bakso.. On of my favorite cuizine, and it always partner with tofu. So delicious

Damn, I immediately felt hungry just by looking at the picture. A bowl of meatballs with hot soup is so tempting isn't it?
