Just recently several prominent figures on Twitter got hacked. Amazon CEO Jeff Bezos, Microsoft founder Bill Gates, Ex-president Barack Obama were among the few that got their Twitter accounts compromised. After gaining control of these high-net individuals, the hackers proceed to launch their scam campaign with promise of great return, provided that potential investors send them first a number of Bitcoin. In the end, they were able to swindle about $100,000 from innocent Twitter users. And just today, the mastermind behind this hack has been revealed by the police as a 17-year-old from Tampa named Graham Ivan Clark. It's sad to see such a young teen with great potential did this.

I heard certain countries even pay hackers to attack others, like North Korea.

Not all hackers are bad. There's also the so-called "ethical hackers" that help webmasters to find vulnerabilities on their sites.
