Which one should we choose?

The institution (government, college) has two functions: passing on the values of goodness, and preparing new generation to advance science and technology. The problem is, which one is more important, if we are required to choose because of a limitation. For example, a pandemic condition like now. Give me an explanation for the opinion. Thanks.

They give highest medical degrees and education but not capabale of defeating corona

Value, no matter how smart are you advancing science and technology if you can't value them enough it's useless then
