In a weird situation

So a few months back an artist from Manchester on an app asked me to make an art for him. It was a one day work needed to be done as soon as possible
He was going to pay me 25 dollars for one day
I was suppose to make vector art fragment one by one and then his job was to arrange it and do the rest of the finishing
He ended up making me do the whole thing
I love to draw so it was ok
Then when he had to pay he my PayPal didn't work I asked some days but then he vanished until he had some more work for me after a few months I asked him to pay me for the last art
He started making excuses that he has blind he can't see, and thus while conversation was happening via texts.
When ever I asked questions he would get defensive and that his mom was helping him type. And asked me to do more art work for him for a few times more until I said I don't have time.
I didn't wanted to be rude given if there was even tiny of possibility of him actually being sick or having some eyes illness
He said he was unable to send me money on the app so I gave him bank details. He said he would send money but he didn't
And then he vanished again I stopped contacting him because honestly i was getting so uncomfortable and I didn't know what to believe.
After a few days I saw him posting pics on Instagram

Sorry this happened to you. Many have had some bad experiences like this. Report this to anyone you can so it does not continue.

My friend offer to reach out to him and his social media so that he pays me back but honestly I was so irked I let it go after a while. I live in India he lives in UK
I wish there was some better way rather than harassing someone for payment.

I don't believe him! First he asked you to do some artwork and said he would do all the finishing - how was he going to do that if he was blind?
He can't contact you to pay, but somehow he can always contact you to ask you to make things for him.
Sorry, he's just taking advantage of you and your kind nature. Even if he actually was blind (which I don't believe) that's no reason not to pay for your services like everyone else.
How did he contact you in the first place?

He wasn't blind before when he asked me to make artworks
A few months later, when the time for payment came, his eyes wasn't working.lol I was so weird I didn't know if I should laugh because of his dumb lies but I was sure irked to my bones.
He kept postponing payment. I was pissed because my time was wasted. I thought to myself why don't he just say that he isn't gonna pay why keep me hanging around making excuses and all.
May be because he wanted me to do more of his works.

I'm sorry for having this kind of experience. There are really people who would take advantage of the situation. Just be careful next time. You can ask for a down payment before doing a project.

It's totally weird but he was stretching it as if he really wanted to pay he shows me screenshots where he has paid others their fees. Lol I still don't know i don't believe people are that bad but there is always people around you proving you wrong
I expect everyone to be nice. I want to change that characteristics of mine.

Yes, there was some issue in my PayPal account and he needed it done asap that's why I didn't take advance.
