Nine Year Old Pepper Sprayed By Cops In Rochester, NY

Just heard about police pepper spraying a nine year old girl in Rochester, New York. Unless she was an imminent threat (which I find unlikely) there is no justification I can think of.
Have you heard about this, and do you have more information than I do that could provide a rational reason for it?

@girlboss Allegedly she was erratic & not following orders & such, from what I've been able to gather since I wrote this initial post.

I didn't hear about this; but I can't imagine ANY situation in which this would be justified.

I finally saw it on the news it was just terrible. To see it just made me sick.
