Shutoff valves how to re open and repair

today i just try to open out of order shut off wall of my room toilet, leak down i try my best it needs repair how to open it therey is any easy way, so that no plumber charge the same

Maybe the thread is already worn out and you need to replace it with a new one. Or try soaking it in oil overnight if you have already dismantled it. Or just add more layer of teflon tape to the thread.
