What is the role of HR in goal setting and strategy implementation?

In many companies in China, human resources are required to actively participate in the decomposition of enterprise strategy implementation, that is, human resources are required to define the indicators (KPIs) that employees at each level should bear, and rely on them to evaluate employees' performance? I wonder if companies in other countries are the same?

I guess so, but (at least 'to the media' in America) they're more like "accountants" than "executives"---that is (again, 'I guess' ... not having been personally-involved with any company's HR-department) they rather 'observe and record' employee actions, but don't do anything except report to the managers.

This is different from the Chinese management culture. In China, in order to achieve the strategic objectives of the organization, HR not only records, but also provides training for employees.

@moshishibie Maybe they do that here too; but all I know about office-life comes from 'watching shows (like the office, but I don't think I've ever watched THAT show),' and we don't hear 'you need to train in HR' as often as "you need to see the boss in his office" (usually meaning 'you're getting fired or -promoted or -moved to a different office').
