To whom compensation should be given?

Government of India decided to give every family certain amount as compensation wherever a person dies of covid.
Some people say: Compensation should be given only to those families where a breadwinner of the family has died of covid. Otherwise, it will be an unnecessary burden on Government, especially during a time of repeated lockdowns.
Many deaths have been caused to thise aged above 60. Seriously, should compensation be given to the families of all these people?

I agree compensation should be given to only the needy.
Many kids became orphan.Government should deposit money in accounts of such kids with time limit,so when the child reaches 18 he can use it.
Those who are really needing it, should be given extra compensation instead of giving it to the families who donot need it.
