Talking to a government employee

Here in the Philippines. I think a government employee doesnt really want a heavy tasks I think? Some of them do not answer the phone or talk someone on the phone. I am no yet done with I am discussing and they will just hang up the phone just like that. Did this happened to you?

I don't really expect much from government employees. They are overworked and underpaid.
