The Horse confirms his hypothesis on cat communication. That is taking the world by storm.

Kitty just came in, demanded a butt scratch, and then assumed her protective position, just toward the front door from my desk. It is 9:35 PM.
I meowed at her and she wagged her tail and settled back into cat stillness. I meowed at her again and she wagged her tail and settled back into cat stillness.
My experiment is complete. The results: When I meow at Kitty when she is in deep sleep, she does nothing.
But when I meow at her when she is in light sleep, or kitty relaxation, she acknowlesges me with a wag of her tail.
I am now testing the incredible hypothesis that she comes when I call. When she is out on the balcony, she often runs in to check on me when I meow at her. But my sample size is too small right now to draw firm conclusions.
Do your cats acknowledge you in the same way when you meow at them?

The dogs glare when I meow at them. So I stopped.

When I meow at my cat, she thinks I am mocking her as she knows I speak English. She will come when I call, unless she is in a deep, deep sleep. She used to always come when I called, but she's becoming an adult cat and not a kitten anymore. Responding to your owner's call is considered a show of enthusiasm that is unseemly in a grown cat. She has her reputation to protect.

The cat of my neighbors comes when I call. I was looking outside from the upstairs window, I saw him and called he run in front of the downstairs window waiting for me to open. As soon as I did, he jumped inside.
Cats only meow at humans, they do not meow at each other, young kittens meow at their moms when they are hungry or feel cold. If kitty did not meow back and wagged her tail, her message was "shut up".

One of mine meows constantly so I try to ignore her.

@TheHorse This one is just a mouthy cat. Her older sister is fairly quiet.

Yep, both the Mama cat and the kittens here are all ears when it comes to meows. This afternoon Mama was afraid of some booming thunder so she meowed at me and I meowed back and she settled down to wait out the storm,

That tail wag is not a hello, it's a "Don't bother me".

---------------I might someday give in to all the pressure and learn to speak English but I'm not going to try to learn Cat.

We always had dogs; and they love to be noticed and will wag their rear ends off when recognized.
