Only fully vaccinated citizens will be allowed for dine in. Discrimination or not?

With some part of the country being under strict community quarantine, some restaurants are only open for take away, no dine in allowed. Now, the business owner are having concerns about it since no dine in means lesser income for them.
I just heard from the news tonight that there's a plan of allowing dine in but only for those who are fully vaccinated.
I'm neutral about this since I am fully vaccinated and this may be a good news to me. And this will also help the economy. But I'm also thinking for those unvaccinated individuals who wanted to have the vaccine but wasn't scheduled yet.
From the news, random people were asked for their opinion about this plan and most of them says it's discrimination to which I agree.
What are your opinions about this?

I do not see where is the discrimination. Only vaccinated people can dine inside also here and no one is complaining. If you are not vaccinated you can have a test (no longer than 48 hours before) show the negative test and you are allowed inside.

@Milottt If there is no way to vaccinate people, this makes no sense. We are not obliged to get the vaccine, but they do not want contaminated people inside the bars, restaurants, museums and public places, a negative test is accepted to get in.

It's just that, things are confusing. If they want to implement it, there should be enough vaccine supplies for those who wanna be vaccinated. But in our country, only less than 15% of the population is fully vaccinated and many still wants to get the vaccine but have no choice because of shortage. It's not their fault they're not vaccinated yet.
I hope there will be a balance for this.

Its not discrimination it is the reality of keeping their customers and their staff safe.
Vaccination is a choice, and there are always results to any choice, this one of them for the non-vaxxers.
We are planning a get together in a couple of months, we are purposely taking our time going over the guest list as we refuse to have anyone there who is not vaccinated, we care enough about the rest of the guests that we don't want them to become ill afterwards.

i think that they'll realize that it's not "worth it" to not let people who aren't vaccinated to dine in - there will be less people and less money. my opinion. but still, we don't know how many people is vaccinated and will such thing "motivate" them to get vaccinated.

I think it is not a discrimination if so many people has been vaccinated. But for a big country like mine (we have more than 270 millions people), it is quite complicated and confusing. More people means more vaccines and actually the stock is still limited right now. Actually I should have being vaccinated for the second dose several days ago but the vaccine is out of stock.
In my country, if you want to go to the shopping mall nowadays, you should show your vaccine certificate.

Here’s the thing. If a restaurant says they will only serve whites, or heterosexuals, or women, we’d never have to ask if we had discrimination on our hands.
In fact, given that the majority of people in the United States who are unvaccinated are “people of color,” you watch how quickly “no vaccine, no service” turns into a discrimination suit.
