publishing a humour magazine for a niche market

i have identified a need in the magazine market in my country. There is no magazine soley focusing on humour and jokes. I want to go into magazine publishing and targeting a particular niche segement.How can i go about it i have a very small and tight budget.

Your best bet is to buy a Magazine template and you can later alter anything in it,that is the contents.If you want a mag template from me or the website,please let me know.
